Subsidy is one of the most powerful tools in a community's housing toolkit. It is also one of the most misused.

The problem is rarely bad intent. It is misdiagnosis. Communities reach for subsidy before they have identified the real constraint — and end up spending public dollars on problems that process reform, infrastructure investment, or better sequencing would have solved for less.

Designing subsidy well starts with a simple premise: subsidy is not a default tool. It is a targeted intervention.
